Well the 2060 is faster, but depending on your screen resolution 1660ti might be enough. YMMV.

For 100 bucks only 17 % better performance:

Definitely the Rtx 2060 for either 1080p or 1440p resolution.

Give some information.
Current resolution and monitor refresh rate?
This will decide if you can "get away" with a cheaper gfx card without wasting your monitor's potential.
CPU, RAM, SSD?
This is important to have a look at since maybe you will be bottle-necked by something other than your GPU.

Why not pay a bit more and go for the 5700XT and almost match the performance of the 2070 super? Obviously can't look in your wallet but personally I would save up and go for the 5700XT. If you plan to stream, I would pick nVidia tho.

If you plan to stay on this budget, consider a normal 5700. It's cheaper but equals the 2060 super in performance.

2060 is the better card, plus with this generation its takes advance of ray tracing technology. Good for future reference. I am playing myself with a 2070 super, overclocked. Anywhere between 80 - 130 FPS dependant on map. Forget my resolution but using 32inch samsung curve 2k.

Just to add on thats maxed out on everything. Along with i7 9700KF, 32GB 3200mhz ram. This should give you and other people some scope in what to expect from a similar set up.

To use CDX his point, it does use the (used to be) new tech of ray tracing but sadly it's not strong enough to get good performance with RTX enabled. It's a better card which will render you also a few more FPS. I can't really say how the 1660 performs since I had a 1070ti before my 2070super and both beat the 1660 so I never looked at it.

Take the following links with a grain of salt, but thats just to show you what it generally scores vs eachother.

This one with a little more grains of salt.
